Dialogue before drama

Lobbying in the Nordics does not resemble the high-stakes battles familiar from Washington or Brussels. In Norway, influence is structured to reduce drama and maximize consensus. Understanding how the system works — both the visible and the unwritten parts — is essential for any organization seeking to shape outcomes.

Formal proposals are rarely the first step. Ministries and agencies circulate ideas for consultation long before a draft bill takes shape. Cross-party working groups are often convened early, testing positions and identifying points of agreement.
